Interaction on "Access in education of disabled people & Verdict of Supreme Court"
Kathmandu 19 September. Although government has said to provide scholarship for 85 thousand disabled students in running year many stakeholders said that the facility given by government is insufficient for such student.
In the interaction program "Access in education of disabled people & Verdict of Supreme Court" organized by Nepal Disabled Human Rights Centre and Education Journalist Group under Secretary Jaya Lamsal of education department told without taking any fee scholarship will be given to disabled students.
For that under school area development program 16 crore amounts has been allotted.
According to him by making category of disabled people in 1st category for severe disabled (not able to walk) student government provides hostel facilities.
According to education department for 2nd category yearly 5000, for 3rd category yearly 3000 and for disabled yearly 500 scholarships is provided.
In that program participated stakeholders told although there is written to give free education for disabled students in policy and rules many educational organizations are taking fee & there is not disabled access environment.
Right Activist or Advocate Shudarson Subedi told free education should be given by all educational sector according to the Verdict done by Supreme Court on 2060 Kartik 27 .
He complains after the Certificate level phase out from University disabled students are forced to pay fee in Private and Government Colleges.
Low vision student Ichhaya K.C. studying master shared paying fee and due to the lack of good environment of classroom we have to face problems while studying.
Secretary of Higher level Education Ramesh Silwal said he was unknown about the Verdict of Supreme Court before and he gave words that in coming days he will give priority to disabled students in scholarship Quota.
For that government should distribute ID card by giving clear description of disability.
PABSON General Secretary Bijaya Simbahamfe shared that they are providing 2% scholarship to disabled student but he committed to increase it in coming days.
Maya Devi Sharma from Human Rights Commission gave information that many complains in commission comes about the lack of disabled access infrastructure and government has also paid attention in the complain related to education.
President of Nepal Disabled Human Rights Centre Jagadish Prasad Adhikari said if there will be right definition of Supreme Court Verdict than disabled student should get free education in government/private schools, coaching centre.
Prakash Silwal President of Education Journalist group said he will make time to time discussion & research in this subject.
